Experience

Joe Mattey brings more than 30 years of experience in financial services leadership to his current practice at the intersection of institutional AI governance, model risk management, and workforce-AI design. His advisory work focuses on helping executives understand what AI systems are ready to do well, how organizations respond to AI adoption, and how to design effective human-AI interactions with appropriate risk controls.

In his most recent executive roles, Joe served as Chief Model Risk Management Officer at Fannie Mae and USAA, where he helped architect enterprise risk management frameworks across Banking, Insurance, and Investment Management operations. Earlier at JPMorgan Chase, he led teams developing and applying statistical models to credit risk across Retail Banking — Home Lending and Credit Card — and Commercial Mortgage Lending.

Joe has contributed directly to how financial services regulation is designed and operated, serving in both the legislative and executive branches of the federal government. At the Congressional Budget Office, he assessed the effects of the Dodd-Frank Act, TARP, and other federal rescue programs. As a Research Officer at the Federal Reserve, he analyzed how banking and financial market developments should inform monetary policy decisions.

Joe holds a Ph.D. in Economics from the University of California, Berkeley, where he also taught Econometrics as a Visiting Assistant Professor. More recently, he has contributed to executive education through the University of Maryland's Robert H. Smith School of Business, focusing on AI Risk Management and Governance for senior practitioners.
